Javier es licenciado en derecho por la Universidad Panamericana y tiene una maestría especializada en tecnología por la Escuela de Derecho de la Universidad de Harvard. Ha trabajado en el Instituto de Investigaciones Jurídicas de la UNAM, en Baker & McKenzie, en la Comisión Nacional de Derechos Humanos (CNDH) y hasta recientemente laboraba en Meta (antes Facebook), en donde por seis años estuvo a cargo de todas las materias de litigio, administrativas y regulatorias en los 32 países de Hispanoamérica.
