In a special episode of Tech Mirror, Johanna is joined by Michele G Markoff, Deputy Coordinator for Cyber Issues at the US Department of State, and Heli Tiirmaa-Klaar, Director of the Digital Society Institute at the European School of Management and Technology, Berlin.

The episode is prompted by Russia’s invasion of Ukraine, which the Australian National University (ANU) and Tech Policy Design Centre strongly condemn. The trio discuss the intersection of cyber issues and international law, and touch on the history of cyber negotiations and how the attitudes and threat perceptions of states have changed over time.
