Is this actually cheating? What about card packs, are we seeing a lower number of cards for more money? What does this mean for players and collectors?

(FACT CHECK: we do make a claim that set boosters were at one point 15 cards. Wizards of the Coast put out an article discussing set boosters a while ago, and in that article they do mention that the pack will be only 12 cards.
