This time, Scott Andrew Keefer joins us to discuss his article “Building the Palace of Peace: The Hague Conference of 1907 and Arms Control before the World War,” published in JHIL 9(1) (2007), 35–81, which explores the international legal dynamics of the naval arms race of the early 20th century. From a comparative historical analysis of the multilateral failure of the 1907 Hague Conference and the bilateral success of the 1902 Argentine-Chilean Naval Armament Treaty, we move on to broader questions regarding international law’s capacity to respond to global security issues.
