    If still we want to keep “collector” word given by Warren Hastings 300 yrs back. Later, Magisterial power was given so that tax can be collected more efficiently. Hence, Collector and District Magistrate.


    Post independence, both right to punish and tax collection became responsibility of judiciary, police and revenue services officers.


    The primary work of DM or DC became socio economic development of district, executing various development program of central and state government post independence. Other important work is land management including, mutation, transfer and collection of dues of land and other dues as land dues.


    While, 73rd and 74th amendment recommends devolution around 30 subjects to local government that includes development and land work as well.

    Its high time that role and name of this post shall be redefined as per the constitution of India.

    पंचायती राज व्यवस्था को सशक्त करने के प्रयास लगातार हो रहे हैं। पंचायत को मजबूत करने के लिए केन्द्र सरकार दो-दो अधिनियम पास कर चुकी है। ग्रामीण विकास के नाम पर केन्द्र एवं राज्य सरकारें एक बड़ी बजट पंचायतों में पंचायती राज व्यवस्था के माध्यम से खर्च करने का दावा करती है। पंचायती राज अधिनियम वर्ष 1993 में पास किया गया जबकि पेसा अधिनियम वर्ष 1996 में पारित किया गया। ये दोनों अधिनियम पंचायती प्रणाली को मजबूत और सशक्त बनाने के लिए पास कराई गयी है। केन्द्र सरकार के द्वारा संसद में अधिनियम पारित करने के बाद देश के अधिकतर राज्य सरकारों ने अपने-अपने प्रांतों में त्रि-स्तरीय पंचायती प्रणाली लागू कर दी। कुछ राज्यों में दो-स्तरीय पंचायती प्रणाली लागू किया गया है। अधिकतर राज्य सरकारों ने पंचायती राज को 29 अधिकार एवं कार्य प्रदान कर रखे हैं लेकिन आज भी पंचायती राज प्रणाली, गांव की सरकार ने लिए जद्दोजहद कर रही है।विगत दिनों छत्तीसगढ़ स्थित नारायणपुर जिले के कुछ सुदूरवर्ती और जनजातीय पंचायतों में जाने एवं वहां के सरपंचों से मिलने का मौका मिला। इस दौरान पंचायत राज के चुने हुए प्रतिनिधियों ने जो बताया वह बेहद गंभीर और पंचायती राज प्रणाली के लिए खतरनाक है। एक आदिवासी महिला सरपंच ने बताया कि हमारे पंचायत में मनरेगा के माध्यम से काम नहीं हो पा रहा है। कारण पूछने पर उन्होंने बताया कि सरकार मनरेगा का भुगतान मजदूरों के खाते में करती है। एक तो यह भुगतान कई महीनों बाद होता है। दूसरा गांव में न तो बैंक हैं और न ही एटीएम। ऐसे में मजदूरों को अपनी कमाई की मजदूरी प्राप्त करने के लिए कम से कम 50 रुपये खर्च कर एटीएम तक जाना होता है। कई मजदूर तो ऐसे होते हैं जिन्हें एटीएम से पैसा निकालने भी नहीं आता है। इसके लिए उन्हें बिचैलियों का सहारा लेना पड़ता है। इसके लिए भी उन्हें पैसे खर्च करने होते हैं। अब मजदूरों को मनरेगा की जगह दूसरी एजेंसियां ज्यादा दिहाड़ी देने लगी है। यही नहीं वह नकद में भुगतान भी कर देती है। इसलिए गांव में पंचायत के काम के लिए मजदूर मिलना कठिन हो गया है।दूसरे आदिवासी सरपंच ने बताया कि पंचायत को सशक्त बनाने के लिए चाहे जो प्रस्ताव पारित कर लो, होगा वही जो सरकार के अधिकारी चाहेंगे। उन्होंने बताया कि जबतक यह राज्य...
