לרוב המוסדות להשכלה גבוהה בעולם יש שני תפקידים: מצד אחד הם מכשירים סטודנטים ואת דור העתיד של החוקרים, כלומר עוסקים בהוראה, ומצד שני הם מספקים תשתיות ומגייסים חוקרים שעוסקים במחקר.
כדי לדעת מי סטודנט טוב ומי פחות טוב, מי מרצה סביר ומי מרצה מעולה, מי חוקר "בסדר" ומי כוכב עולה, פותחו מגוון של כלים, שיטות ומדדים שכל תפקידם הוא למדוד את שני חלקי המכונה – מצד אחד את הסטודנטים והמרצים ומצד שני ואת החוקרים ומוסדות המחקר.
המהלך למדידה ודירוג של כל דבר הפך את מערכת ההשכלה הגבוהה למפעל, מפעל של מספרים, שבו מהקצה האחד נכנסים סטודנטים, מרצים, מוסדות ומחקרים ומהקצה השני יוצאים הרבה מאוד מספרים.
