Lost me in the first few minutes

This book starts by indicating that , from its inception the FBI was clearly racist because they did not recruit non white americas in proportion to their representation in the American population,

Do I need to explain why this logic is flawed?

Is the rest of the book full of biased analysis?

I won’t find out because I am going to bin it for a credit .
