Kommissar Petersen hatte sich auf einen ruhigen und ereignislosen November auf der Insel gefreut, als ein bizarrer Mord dieser Hoffnung ein jähes Ende setzt. Während der zunächst sehr zäh verlaufenden Ermittlungen stößt er auf Machenschaften im Immobiliensektor. Die Anlage von Kapital auf den Inseln hat scheinbar eine hohe Anziehungskraft für Anleger. Ohne Rücksicht auf Verluste allerdings wird von einigen Akteuren die Gier nach dem Betongold skrupellos durchgesetzt. Die Ermittlungen gleichen einer Irrfahrt durch den Nebel, denn die Herkunft des Kapitals für diese Geschäfte liegt überwiegend im Verborgenen. Mit Hilfe seiner Kollegen aus Bremen und Oldenburg, versucht Petersen Licht ins Dunkel zu bringen.
