Nicht selten sind es die Kinder selbst, die fragen, warum die Behörden dem Elend nicht schon früher ein Ende gesetzt hätten. Erst seit dem Fall des kleinen Kevin in Bremen setzt auch hierzulande ein Umdenken ein.
