In der Milchstraße erlöschen die Sterne und eine fremde Macht, die Laren, landet im Auftrag des "Konzils der Sieben" auf der Erde und stellt unmissverständliche Forderungen. Hotrenor-Taak, ihr Sprecher und Anführer, bestimmt Perry Rhodan kurzerhand zum "Ersten Hetran der Milchstraße". Der Terraner soll im Auftrag des Konzils diktatorisch über die Völker der Galaxis herrschen. Perry Rhodan bleibt nichts anderes übrig, als zum Schein auf die Forderung der Fremden einzugehen und im Untergrund gegen das Konzil der Sieben zu kämpfen. Dabei darf er nicht einmal davor zurückschrecken, zum Schein seinen Freund Atlan zum Tode zu verurteilen - ein Spiel, aus dem tödlicher Ernst wird!
