I 1948 kører to japanske politibetjente deres sædvanlige patrulje gennem Tokyos gader. Her stopper de en mand på cykel, der hævder, at han er på vej til en slægtnings hus med en kasse mandariner. Da betjentene inspicerer cyklen, gør det et grusomt fund: liget af en baby, der ligger gemt i en tøjbylt. Politiet fører manden til hans arbejdsplads, lighuset, og her finder de yderligere fire lig, alle babyer.
