Bas Ala Bar, tief im Orient, wird seit kurzem von dem achtjährigen Samir regiert. Doch statt zu regieren wie die Erwachsenen, hat Samir seine eigenen Ideen. So lässt er zum Beispiel jeden Tag seinen Geburtstag feiern und sich beschenken. Dem Volk geht das bald ziemlich auf die Nerven und die Menschen fangen an zu protestieren. Gut, dass Samir genau zu dieser Zeit eine Lampe geschenkt bekommt, in der ein Lampengeist wohnt. Dieser soll dem Jungen helfen, zu beweisen, dass er eigentlich gar kein schlechter Kerl ist. Oder bringt so ein Lampengeist doch nur Unglück?
