Neustadt und Kaiserslautern - zwei Orte, die mit der mühseligen Geschichte der Demokratie in Deutschland eng verbunden sind. 1832 versammelten sich auf dem Hambacher Schloss bei Neustadt Tausende Bürgersleute. Sie protestierten gewaltlos für Freiheit und gegen die Knechtung durch die Fürsten. Wenige Jahre später bildete Kaiserslautern ein Zentrum der badischen Revolution von 1848/49. Sie hatte sich nicht zuletzt daran entzündet, dass die bayerische Obrigkeit, die damals in der linksrheinischen Pfalz regierte, den Menschen in den Dörfern die seit Generationen übliche Nutzung des Waldes verbot. Heute ist der Pfälzer Wald eines der größten zusammenhängenden Waldgebiete in Deutschland.
Drüben die Franzosen: Sie bauten zur Verteidigung ihre Maginot-Linie auf; hüben die Deutschen; Sie antworteten mit dem Westwall. Dazwischen Wald in seiner ganzen Vielfalt. Vorne zur Rheinebene hin ein Hauch von Italien. In den Tälern siedelte sich die Papier- und Holzindustrie an, die den in den Wäldern geschlagenen Rohstoff verarbeitet. Regie: Carola Preuß
