Mark Hardin (a.k.a. Melissa, a scientist specializing in non-military atomic research, had been vacationing in Japan when he had abducted her. Kamisori, the head of the monstrous crime syndicate, was assembling a stock of atomic artillery shells to auction to the highest bidder - and he needed her help to finish them. But the Penetrator is in Tokyo, and when he hears about Kamisori's network of killers - and some missing atomic scientists - he knows it's time to go back to work.
