 In a big gamble, Labor broke a big promise. In this week’s budget, the government announced changes to capital gains tax and negative gearing. The treasurer, Jim Chalmers, is suggesting it’s the broken promise we had to have, in order to tackle intergenerational inequality and make the tax system fairer.
