I am not attempting to delay or disrupt the proceeding. I am seeking to understand the structure being applied so that my response is accurate and appropriate.To begin, Your Honor, I would like to understand the source of authority being exercised in this matter. Is the authority being applied constitutional, statutory, or regulatory in nature, and what specific provision is being relied upon to authorize this proceeding against me in this case? I am not asking for a general statement of authority.
