L'attuazione dell'articolo 5 della Costituzione è vicenda complessa e contrastata. Non si riesce ad "addomesticarla" disegnando un rassicurante sviluppo lineare. Spesso l'occhio dell'osservatore è ingannato: l'autonomia sembra un fiume che scorre dalla sorgente alla foce dentro l'alveo dell'unità della Repubblica.
Essa è invece come un largo canale lagunare, che si muove alternativamente nei due sensi con l'andamento delle maree, sotto l'impulso gravitazionale del sistema dei partiti. In questi flussi e riflussi sono in gioco, per larga parte, la qualità e la sorte stessa della democrazia italiana.
