Since 1998, Tom has been working in public education systems to get better results for students.
Prior to founding EdScale in 2016, Tom consulted with public organizations and nonprofits at the U.S. Education Delivery Institute (EDI) for four years. At EDI, Tom built the organizational capacity of partners to deliver on achieving ambitious goals for students using a proven implementation approach used by more than 50 governments across the world.
Tom’s experience is grounded in the realities of big system change. At the Baltimore City Public Schools, Tom was part of a team that delivered measurable student improvements, including a 41% decrease in suspensions, a 21% decrease in truancy, substantial increases in the graduation rate, and the lowest dropout rate in more than 10 years.
Tom holds a master’s degree in public administration (MPA) from the University of Delaware Biden School of Public Policy and Administration and a bachelor’s degree in psychology from Amherst College.
