Nel 388 Ambrogio, vescovo di Milano, si ribella alla tutela di Teodosio imperatore e anzi la capovolge sino a rivendicare la guida spirituale di tutto l'Impero. Di qui la fine delle persecuzioni, le travagliate lotte fra papato e gli altri culti cristiani, in particolare l'arianesimo, e l'inizio del suo potere temporale e spirituale sull'Italia e sull'Europa.
